Exempts nonprofit agricultural membership organizations from Ohio insurance regulations (Title XXXIX and Chapter 1751) and from oversight by the superintendent of insurance

Defines qualifying organizations as those incorporated in Ohio on or before December 31, 1919, for the purpose of promoting farmers' interests

Requires qualifying organizations to provide healthcare benefit coverage exclusively to members and their families through direct contracts

Declares that healthcare coverage provided by these organizations is not legally considered insurance or a health benefit contract under Ohio law

Permits authorized insurance companies in Ohio to assume or reinsure the healthcare risks of these agricultural membership organizations
