Delegates authority to the Senate President and House Speaker to designate groups of legislators to prepare arguments for and against proposed amendments to the Ohio Constitution during the 136th General Assembly (2025-2026)

Authorizes designation of persons to prepare arguments or explanations for any law, section, or item submitted to voters by referendum petition

Authorizes designation of persons to prepare arguments against any constitutional amendment or law proposed by initiative petition

Requires designations to be made with sufficient time for arguments to be filed with the Secretary of State at least 80 days before the election
