Honors the 50th anniversary of the Individuals with Disabilities Education Act (IDEA), originally enacted as the "Education for All Handicapped Children Act" on November 29, 1975

IDEA provides free appropriate public education to eligible children with disabilities, ensures special education services, supports early intervention for infants and toddlers, and awards grants to educational agencies

Federal law authorizes IDEA funding at 40% of national average per-pupil expenditure, but Congress has never appropriated funds to meet that full-funding level

Urges U.S. Congress to enact the IDEA Full Funding Act, currently pending as H.R. 2598 and S. 1277 in the 119th Congress

Directs the Clerk to transmit copies to the President, Vice President, congressional leadership, and Ohio news media
