Served as an Augustinian missionary in Peru starting in 1985, was appointed Bishop of Chiclayo in 2015, and later promoted to archbishop and prefect of the Dicastery for Bishops under Pope Francis

First pontiff from the Augustinian order; created a cardinal in 2024 and elevated to the Order of Bishops in 2025

Directs the Clerk of the House to transmit an authenticated copy of the resolution to Pope Leo XIV as an expression of regard from the Ohio House of Representatives
