Community service included the Belmont County Port Authority Board and Planning Commission, Bellaire Public Library and Park District boards, and Bellaire and East Ohio girls softball associations

Survived by wife Becky, children Jaclyn and Bethany, and grandchildren Scarlett, Lena, and Finley

Directs the Clerk of the House to transmit an authenticated copy of the resolution to Cera's family
