Amends Rules 13, 22, 24, 25, 96, and 115 of the Ohio House of Representatives for the 136th General Assembly (2025-2026)

Requires standing committee membership to be proportional to the partisan composition of the House, excluding Finance Committee and Rules and Reference Committee chairs and vice-chairs from the calculation

Prohibits the Speaker from eliminating a member's parking privileges or office without consent, and requires prior notification before removing an employee assigned to a member

Adds requirement that the House may not convene unless a member of the majority party is present

Updates the parliamentary guide reference to Mason's Manual of Legislative Procedure (2020) and clarifies procedures for former Representatives to remove their names as sponsors from bills or resolutions
