Establishes 27 standing committees for the 136th General Assembly (2025-2026), reorganizing from the previous structure by renaming and consolidating committees including new committees for Arts/Athletics/Tourism, Children/Human Services, Community Revitalization, and Workforce/Higher Education

Grants the Speaker authority to appoint all committee members and chairs, with the Minority Leader now limited to recommending minority party members for the Speaker's consideration rather than directly appointing them

Creates a new Assistant Speaker Pro Tempore position in the leadership succession line and formally establishes Majority Whip duties to assist floor leaders, ensure attendance, count votes, and communicate majority positions

Requires 24-hour notice before committee meetings and mandates at least one public hearing for all bills introduced before May 15th of even-numbered years, with bill sponsors required to appear before committees considering their legislation

Removes the previous requirement that appeals of Speaker rulings must be supported by at least one majority and one minority party member, allowing any member with four supporters to appeal procedural decisions
