Mandates a 3-credit-hour American civic literacy course for bachelor's degree recipients starting in 2029-2030, covering the Constitution, Declaration of Independence, Federalist Papers, and writings of Adam Smith

Adds full-time faculty at state institutions of higher education to the list of public employees prohibited from striking under Ohio law
