Requires public and chartered nonpublic schools participating in federal meal programs to provide breakfast and lunch at no cost to all students, eliminating reduced-price and paid meal categories

Ohio Department of Education and Workforce must reimburse schools for the difference between federal free meal reimbursement rates and what schools would have received for reduced-price or paid meals

Covers school district buildings, community schools, STEM schools, educational service center buildings, special education programs, and juvenile day treatment facilities

Appropriates $300 million from the General Revenue Fund for fiscal year 2026 and $300 million for fiscal year 2027 to fund the School Meal Programs

Amends Ohio Revised Code sections 3301.91 and 3313.819 to implement these changes
