Establishes the Urban Farmer Youth Initiative Pilot Program to provide farming and agriculture programming to youth ages 6-18 in urban areas, operating in 2-4 counties during fiscal years 2026 and 2027

Appropriates $500,000 per year for fiscal years 2026 and 2027 ($1 million total) from the General Revenue Fund, administered by the Chancellor of Higher Education in collaboration with Ohio State University and Central State University Cooperative Extension Services

Exempts temporary greenhouses from Ohio building code requirements, defining them as structures with transparent/translucent coverings for growing agricultural products that have no foundation and little to no ground preparation

Allows non-contiguous tracts of land to be combined to meet the 10-acre minimum for agricultural land tax valuation, provided they are part of a single farming operation within the same county

Exempts gardens and structures created under the pilot program from height restrictions
