Adds roofing contractors to the list of specialty contractors requiring state licensure through the Ohio Construction Industry Licensing Board under Chapter 4740 of the Revised Code

Creates a new five-member roofing section within the licensing board, composed of one building inspector and four roofing contractors (two union-affiliated, two non-union)

Exempts roofing projects with an estimated cost under $20,000 from the licensure requirement

Establishes a 12-month grandfathering period allowing contractors with at least three years of active roofing experience to obtain a license without examination by providing business records and proof of $500,000 liability insurance

Expands the Ohio Construction Industry Licensing Board from 17 to 22 members to accommodate the new roofing section
