Requires the Ohio Treasurer of State to pay account fees associated with ABLE accounts on behalf of Ohio account owners or beneficiaries with disabilities

Exempts ABLE account funds from Medicaid estate recovery claims under state law, unless federal law requires otherwise, removing previous language that tied this protection to federal IRC Section 529A limitations

Appropriates $900,000 per fiscal year for FY 2026 and FY 2027 to the STABLE Maintenance Fee Subsidy fund to subsidize monthly fees for ABLE account holders with disabilities

Designates all ABLE account information obtained by the Treasurer of State as confidential and exempt from public records disclosure under Ohio law
