Amends Ohio Revised Code section 2315.18 to establish specific criteria for calculating compensatory damages for damaged vehicles in tort actions

Requires courts to award vehicle damages based on: the difference in fair market value before and after damage; repair costs (if they don't exceed the value difference); loss of use during reasonable repair time; and "diminished value" if post-repair market value is lower due to accident history

For vehicles that cannot be repaired, damages equal the difference between pre-damage fair market value and salvage value of the wreckage

Limits insurance company subrogation recovery to amounts actually paid out to the insured, and requires insurers to pass on to the insured any award amount exceeding what was paid out
