Prohibits the Director of Natural Resources and all other state authorities from issuing permits, making leases, or granting any authorization to extract oil or natural gas from state-owned or state-controlled lands using horizontal well drilling

Creates new section 1509.023 of the Ohio Revised Code, which overrides any conflicting provisions in existing state law

Officially names the legislation the "Protecting public Resources, Ecosystems, and Sensitive lands from Extraction, Violation, and Exploitation (PRESERVE) Act"
