Grants the Division of Oil and Gas Resources Management sole and exclusive authority to regulate carbon capture and storage (CCS) projects in Ohio through UIC Class VI permits for underground carbon dioxide injection wells

Establishes that surface landowners own the pore space (underground storage areas) beneath their property unless previously severed, and creates a statutory consolidation process allowing operators with 70% pore space owner consent to petition for rights to the entire storage facility

Requires storage operators to maintain at least $15 million in liability insurance with environmental endorsement, plus surety bonds covering corrective actions, well plugging, and post-injection site care

Creates a 50-year minimum post-injection monitoring period before operators can receive a certificate of project completion, at which point liability transfers to the state

Imposes a fee of $0.0525 per metric ton of injected carbon dioxide to fund a Carbon Dioxide Storage Facility Fund for post-closure care and remediation, plus an additional administrative fee to fund program operations
