Amends Ohio Revised Code sections governing boards of alcohol, drug addiction, and mental health services to update terminology (changing "severe mental disabilities" to "severe mental illnesses") and clarify board responsibilities for community planning, contracting, and oversight

Requires contracts between boards and service providers to include 30-day termination notice provisions with appeal procedures, plus 60-day transition of care periods when contracts end early or are not renewed

Reduces non-renewal notice period from 120 days to 60 days and eliminates the previous dispute resolution process requiring director involvement; allows boards to use optional competitive selection processes for contracting

Mandates development of a data sharing and integration plan between the Department of Mental Health and Addiction Services and local boards to improve program management and ensure continuum of care availability

Requires boards holding credit card accounts to adopt written policies complying with Section 9.21 of the Revised Code within 3 months of the effective date; contract amendments take effect 6 months after the bill's effective date
