Wild animal rehabilitation facilities holding permits from the Ohio Division of Wildlife would become eligible for limited licenses from the State Board of Pharmacy to purchase, possess, and administer euthanasia drugs

Facility employees performing euthanasia must complete a 16-hour euthanasia technician certification course covering pharmacology, federal/state drug laws, stress management, and proper disposal of euthanized animals

Only drugs in manufactured dosage form approved by the State Board of Pharmacy (in consultation with the State Veterinary Medical Licensing Board) may be used for euthanasia and pre-euthanasia sedation

Euthanasia must be performed using specific methods: intravenous, intraperitoneal, or intracardial injection (intracardial only on unconscious animals), or oral administration

The bill amends Ohio Revised Code sections 4729.01, 4729.531, 4729.532, 4729.54, and 4729.55 to add wild animal rehabilitation facilities alongside animal shelters and county dog wardens in existing euthanasia drug licensing frameworks
