Amends Ohio law to allow residents of long-term care facilities, or their designated sponsor or attorney in fact, to authorize installation of electronic monitoring devices (video cameras, audio recorders) in their rooms

Caps fees facilities may charge at $50 for device installation and $2 per month for internet connection required to operate the monitoring equipment

Prohibits facilities from banning two-way audio/video communication devices or discriminating against residents who choose to use electronic monitoring

Requires roommate consent before installing monitoring devices in shared rooms, with facilities obligated to attempt room reassignment if consent is denied

Protects monitoring equipment from tampering and restricts viewing/listening access to the resident, their designated sponsor or attorney in fact, law enforcement, and anyone specifically authorized by the resident
