School district boards of education must adopt policies by September 1, 2025 that prohibit all student cellular telephone use during the instructional day

Exceptions permitted for students with individualized education programs (IEPs), Section 504 plans, or physician-documented health concerns requiring device use for monitoring

Districts may also allow cell phone use for student learning purposes if the board determines it appropriate, and during emergencies as permitted under the building's emergency management plan

School emergency management plans must include a new protocol addressing student use of cellular telephones during active threats or emergencies

Policies must be adopted at public board meetings, posted prominently on district websites, and made available to students and parents
