Requires three conditions for automatic transfer: majority of the annexing city's residents already live in the city school district, the annexed territory is in an unincorporated area in a megaproject county, and the original school district objects to new student enrollment

Exempts already-developed areas from automatic transfer—specifically territory that is fully subdivided for residential use and has at least 20% occupied homes sold to individual buyers

Transfers under the new provision occur without approval from the receiving city school district or the State Board of Education and take effect the school year following annexation

Adds "megaproject" as a defined term, referencing the existing definition in section 122.17 of the Revised Code (which covers large economic development projects)
