Public entities in Ohio (state agencies, political subdivisions, universities, boards, commissions) prohibited from purchasing or acquiring drones manufactured or assembled by foreign adversaries

State funds cannot be used for drones from foreign adversaries, including through contracts, grants, or cooperative agreements

Operation of foreign adversary-manufactured drones by public entities banned starting May 1, 2027

Secretary of State required to compile and publish a registry of foreign adversaries, updated at least every six months, based on entities posing threats to agricultural production, critical infrastructure, security, or military defense

Registry must be based exclusively on federal lists including Executive Order 13873 foreign adversaries, the terrorist exclusion list, state sponsors of terrorism, and Executive Order 13224 designated entities
