Creates the Housing Accelerator Fund in the state treasury to provide grants for housing developments within "residential economic development districts," defined as all land within a 20-mile radius of major economic development projects

Defines major economic development projects as those expected to create/retain jobs with at least $700 million in committed private investment for facilities, buildings, machinery, equipment, and related improvements

Requires grant applicants (counties, townships, or municipal corporations) to adopt pro-housing development policies and approve a major workforce housing project with at least 100 residential units

Pro-housing policies include expedited permit review, reduced fees for developers, higher-density zoning, minimal parking requirements, subsidized water/sewer connections, and allowing modular or manufactured homes

Grant funds may be used for housing development capital, site acquisition, infrastructure projects, and addressing public safety needs from population increases, with preference given to applicants allowing higher density and smaller lot sizes
