Declares intent to provide state funding for developing, repairing, or upgrading infrastructure that services housing in rural Ohio counties

Eligible recipients include counties, townships, or municipal corporations with a population of 75,000 or less

Counties must also have below-average numbers of privately owned housing units authorized by building permit compared to the state average (based on U.S. Census Bureau data)

Funds are restricted to infrastructure supporting single-family residential dwellings on parcels no larger than one-quarter acre in areas zoned exclusively for single-family homes

Stated goal is to increase availability of single-family homes in rural areas to foster population growth
