Requires the Ohio Department of Job and Family Services to update eligibility systems for public assistance programs (SNAP, TANF, Medicaid, Ohio Works First, publicly funded child care) with tracking and auditing mechanisms for caseworker data entry, plus mandatory training on improper determinations

Prohibits the department from requesting, applying for, or renewing federal SNAP work requirement waivers except during governor-declared emergencies, and requires rescinding any existing waivers within 30 days of the bill's effective date

Imposes a 3-year SNAP ineligibility period for individuals convicted of felony drug trafficking offenses (Section 2925.03) following completion of all court-ordered obligations

Expands SNAP fraud prevention measures including monitoring accounts exceeding $5,000 balances, tracking suspicious EBT transactions (even-dollar amounts, out-of-state use, same-day multiples), withholding replacement cards after 4+ requests in 12 months, and establishing a phone hotline to lock lost/stolen cards

Requires quarterly reports to legislative leadership on public assistance program metrics including error payments, fraud cases, work requirement exemptions, and EBT card theft amounts, with a strategic plan due by July 1, 2026 to increase employment among benefit recipients
