Levies a new 2% privilege fee on gross sports gaming wagers received by sports gaming proprietors in Ohio, separate from the existing sports gaming receipts tax

Creates the Sports Venue Redevelopment Commission (7 members appointed by governor, speaker, and senate president) to evaluate and approve funding for publicly owned professional sports facilities, with eligible projects receiving up to 40% of total project costs

Establishes the Sports Venue Redevelopment Fund (receiving 98% of privilege fee revenue) and the Interscholastic Athletics Fund (receiving 2%) to support K-12 athletics and extracurricular activities

Expands definitions of professional sports franchises to include women's leagues (WNBA, NWSL, Professional Women's Hockey League, etc.) and their developmental minor league affiliates

Prohibits commission members from having financial interests in, contracts with, or employment by professional sports franchises for two years before, during, and after appointment, with maximum 7-year total service limit
