Creates the Ohio Israel Trade and Innovation Partnership to study and advance bilateral trade, investment, business and academic exchanges, infrastructure investment, and emerging technology opportunities between Ohio and Israel

Establishes a 17-member partnership board consisting of 6 state legislators (appointed by legislative leaders), 8 governor-appointed members representing higher education, business organizations, and Jewish community groups, and 3 ex-officio members (Chancellor of Higher Education, Director of Development, Lieutenant Governor)

Requires members to be appointed within 90 days of the effective date, with legislative members serving 2-year terms and governor-appointed members serving 4-year terms

Mandates annual reports to the governor, senate president, and house speaker beginning 15 months after the effective date, detailing activities, findings, and recommendations

Appropriates $5 million in fiscal year 2026 and $5 million in fiscal year 2027 from the General Revenue Fund to the Department of Development to support partnership activities
