Establishes a Dairy Processing Grants Program through the Director of Development, with grants up to $250,000 per applicant for equipment upgrades, facility expansion, technology improvements, and food safety certification at plants operating as of July 1, 2025

Appropriates $12.5 million annually for FY2026-2027 for dairy processing grants, $4.7 million for local fairs in FY2027, $1 million annually for Ohio Livestock Show and Sale, and $20 million annually for OSU College of Veterinary Medicine

Transfers $120,276,066 from the General Revenue Fund to the H2Ohio Fund and appropriates approximately $60 million annually across multiple agencies for H2Ohio water quality programs
