Prohibits manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the thin blue line flag on rental properties

Adds the thin blue line flag to existing Ohio protections that already prevent restrictions on displaying the U.S. flag, Ohio state flag, POW/MIA flag, and military service flags

Defines the thin blue line flag as a flag similar to the U.S. flag with black and white stripes and a single blue stripe below the field of stars

Requires tenants to provide reasonable notice to landlords/operators before installing flag poles or brackets, and establishes installation requirements consistent with existing flag display rules

Names the act after Chief Steven DiSario; violations are deemed against public policy and unenforceable, with rental agreement provisions violating the law considered unconscionable terms
