Amends Ohio Revised Code section 109.87 to modify which voice service providers are exempt from liability for "substantial assistance or support" to telemarketers violating federal telemarketing laws

Replaces technical network-based exemptions with exemptions for providers that are: incumbent local exchange carriers, telephone companies or wireless providers certified/registered with the Public Utilities Commission, or eligible telecommunications carriers designated by PUCO

Adds a new exemption for issuers of securities registered under the Securities Exchange Act of 1934, including subsidiaries with more than 75% ownership

Removes definitions for "voice service provider," "text message," and "text messaging service" from the statute while retaining the definition of "voice service"

Maintains existing prohibitions, civil penalties ($500 per violation, $1,500 for willful violations), and Attorney General enforcement authority under federal telemarketing acts
