Creates a new "Lifetown" specialty license plate in Ohio, with design logo and words selected by Lifetown, Incorporated and approved by the registrar of motor vehicles

Requires a $15 contribution per application that goes to the license plate contribution fund, which is then paid to Lifetown, Incorporated to fund its programs and activities

Charges an additional $10 administrative fee deposited into the public safety - highway purposes fund to compensate the Bureau of Motor Vehicles for issuing the plates

Amends section 4501.21 and enacts section 4503.537 of the Ohio Revised Code to establish the plate and add Lifetown to the list of organizations receiving specialty plate contributions
