Creates the Ohio Local and Organic Food and Farm Task Force to develop policy and funding recommendations for expanding the state's local and organic food system

Governor must appoint approximately 30 task force members within 60 days, including representatives from state agencies, organic farmers, food processors, distributors, retailers, community organizations, and food access groups

Requires at least 3 members from community-based organizations representing under-represented ethnicities or minority groups

Task force must submit a plan to the General Assembly within 2 years addressing obstacles to local food production, land preservation, farmer training, food accessibility in underserved areas, and infrastructure needs

Task force automatically dissolves upon submitting its final report to the General Assembly
