Prohibits electric and gas companies from terminating service to households with children age 5 or younger, adults age 65 or older, persons with disabilities or illness (with medical certification), pregnant individuals, or households at or below 200% of the federal poverty level

Establishes a payment plan for qualifying low-income households capped at the lower of 7.5% of monthly net income or one-twelfth of prior annual utility bills

Requires utility companies to absorb costs exceeding the payment plan amount and prohibits recovering these costs from other customers through rates, fees, or riders

Changes utility disconnection reporting from annual to quarterly, with reports due March 31, June 30, September 30, and December 31 each year

Directs the Public Utilities Commission of Ohio to adopt implementing rules, which are exempt from regulatory restriction limitations under state law
