Prohibits any person from knowingly performing declawing procedures on cats, including onychectomy, partial digital amputation, phalangectomy, tendonectomy, or any procedure that prevents normal functioning of a cat's toes, claws, or paws

Exempts procedures determined medically necessary for therapeutic purposes by a licensed veterinarian, as well as routine claw trimming and nonpermanent nail caps

Requires veterinarians performing therapeutic exceptions to file a written statement with the state veterinary medical licensing board within 10 business days, including pathology reports, cat identification details, and owner information

Establishes escalating civil penalties enforced by the Director of Agriculture: $1,000 for first offense, $1,500 for second offense, and $2,500 for third and subsequent offenses

Explicitly excludes cosmetic, aesthetic, or convenience purposes from qualifying as therapeutic exceptions to the ban
