Creates two grant programs within the Ohio Housing Finance Agency: the "Save the Dream Ohio" program for mortgage payment assistance and the "Save the Dream Ohio Utility Assistance Plus" program for utility costs

Eligible homeowners must have adjusted gross income not exceeding $75,000 and be age 65 or older, disabled, or a caretaker of a disabled individual

Limits grants to a maximum of $3,000 per person per calendar year, though homeowners may apply for multiple grants from either or both programs

Allocates up to $10 million from Ohio Housing Finance Agency funds to administer the programs, exempt from the agency's standard income limits

Covers a broad range of utilities including natural gas, electricity, water, sewer, broadband internet, property taxes, homeowner's insurance, flood insurance, and HOA/condo fees
