Agencies adopting rules based on model language from these organizations must provide 60 days public notice, hold a public hearing, and convene an advisory committee including industry representatives, consumer advocates, academics, and small business owners

The advisory committee must prepare a written report evaluating the rule's effect on stakeholders, which the agency must post publicly on its website

All communications between agencies and regulatory-focused nongovernmental organizations concerning rule adoption, amendment, or rescission are classified as public records open to inspection

Public notices for proposed rules must disclose whether the rule is based on model language from a nongovernmental organization and identify the organization by name
