Allows firearm owners to voluntarily store firearms with federally licensed firearms dealers or law enforcement agencies through a formal application and agreement process

Grants civil immunity to firearms dealers who accept storage, protecting them from liability for injury, death, or property loss unless they act with malicious purpose or withhold return without legal cause

Prohibits dealers and law enforcement from returning firearms if doing so would violate state or federal law, and allows both to establish their own policies for acceptance and return

Courts must award reasonable costs and attorney's fees to owners if a dealer or agency is found to have illegally withheld a stored firearm without legal cause

All information submitted in storage applications is confidential and exempt from public records disclosure
