Repeals Ohio Revised Code section 5122.04, which currently allows minors to consent to their own mental health services without parental involvement

Requires mental health professionals to obtain consent from at least one parent, legal custodian, or guardian before diagnosing or treating a minor for any gender-related condition

Removes references to section 5122.04 from multiple existing statutes governing hospital communications, school district parental notification policies, and health information exchange disclosure rules

Updates school district policies to eliminate the exception that previously allowed minors to independently consent to mental health treatment, requiring parental authorization for all health care services provided through schools

Modifies health information exchange rules to no longer recognize minor consent under the repealed section 5122.04 when determining disclosure restrictions for protected health information
