Expands Ohio's definition of "historical motor vehicle" to include high-mobility multipurpose wheeled vehicles (humvees) manufactured for military purposes, regardless of the vehicle's age

Allows military humvee owners to register their vehicles with historical vehicle license plates for a $10 annual fee instead of standard registration taxes

Permits owners of registered military humvees to display the registration number by painting it on the front and rear of the vehicle rather than attaching license plates

Restricts use of humvees registered as historical vehicles to collector activities such as club events, exhibitions, tours, and parades—not general transportation

Amends Ohio Revised Code sections 4501.01 and 4503.181 to implement these changes
