Creates a new "American Motorcyclist Association" specialty license plate available for passenger cars, noncommercial vehicles, recreational vehicles, and motorcycles in Ohio

Requires applicants to pay the regular license tax, a $10 administrative fee, and a $15 contribution to obtain the plate

Directs the $15 contribution to the license plate contribution fund, with proceeds paid to the American Motorcyclist Association to promote the motorcycle lifestyle and protect the future of motorcycling

Deposits the $10 administrative fee into the public safety - highway purposes fund to compensate the Bureau of Motor Vehicles for additional services required to issue the plates

Amends Ohio Revised Code section 4501.21 to add the new plate to the existing list of specialty license plates and their designated recipient organizations
