Extends the payment demand period for delinquent storage unit occupants from 10 days to 90 days after delivery of notice before property can be advertised for sale

Adds provision that if notice is not delivered, the facility must wait 90 days after the last attempt to give notice before advertising property for sale

Changes owner liability standard for improper property sales from "willful" violation to "negligent" violation, lowering the threshold for holding owners accountable
