Establishes a grant program administered by the State Cosmetology and Barber Board to increase the number of students learning natural hair styling at licensed schools

Grants may fund practical training courses, post-secondary/advanced programs for licensed stylists, and seminars on textured hair care techniques and cultural sensitivity

Advanced programs may cover science and anatomy of different hair textures, styling techniques (braiding, locking, twisting, weaving), and scalp care treatments based on teachings of Dr. Willie Morrow

Appropriates $1,000,000 from the General Revenue Fund for fiscal year 2026, with $0 appropriated for fiscal year 2027

Requires the Board to adopt rules establishing school eligibility requirements, grant amounts, and total award limits per school
