Increases the Medicaid personal needs allowance for nursing facility and ICF/IID residents from $50 to $75 per month for individuals and from $100 to $150 per month for married couples residing together

Establishes annual cost-of-living adjustments tied to the Consumer Price Index, calculated each September 30th and effective the following January 1st

Requires the Medicaid director to round CPI increases to the nearest one-tenth of one percent, with no reduction if the index does not increase

Amends Ohio Revised Code Section 5163.33, which governs how much income Medicaid recipients in long-term care facilities may retain for personal expenses rather than applying toward care costs
