Electric submetering companies (entities that resell electricity to tenants based on metered consumption) are exempted from classification as public utilities under Ohio law

Submetering companies cannot charge tenants more than what the local electric utility would charge residential customers for the standard service offer and all riders

Companies must register with the Public Utilities Commission every two years, comply with disconnection requirements, and disclose their name, address, phone number, regulatory contact, and pricing information to tenants

Residential customers of electric submetering companies become eligible for Ohio's percentage of income payment plan program if they meet other eligibility criteria

Violations carry forfeitures of up to $100 per violation, with a 60-day cure period after determination before penalties apply; the commission may charge up to $200 per biennial registration
