Creates a new "Land of U.S. Grant" specialty license plate in Ohio, with logo and design to be selected by representatives of the Land of U.S. Grant organization and approved by the registrar of motor vehicles

Requires a $20 contribution fee per application and renewal, deposited into the license plate contribution fund and paid to the Land of U.S. Grant organization to further its mission

Charges an additional $10 administrative fee deposited into the public safety - highway purposes fund to compensate the Bureau of Motor Vehicles for issuing the plates

Plates available for passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes, with option to combine with special reserved plate requests

Amends section 4501.21 and enacts new section 4503.947 of the Ohio Revised Code
