Allows persons aged 18-20 to purchase or receive handguns from federally licensed firearms dealers, removing the current prohibition on handgun sales to those under 21 from such dealers

Maintains existing exceptions allowing 18-20 year olds to purchase handguns if they are law enforcement officers with approved firearms training or active/reserve military members with equivalent training

Adds a new exception for honorably discharged veterans of the U.S. armed services or Ohio National Guard who have received military or equivalent firearms training

Amends six sections of Ohio Revised Code including juvenile code definitions, delinquency provisions, and criminal weapons statutes to align with the new handgun purchase age provisions

Retains the prohibition on selling any firearm to persons under 18, and continues to treat underage firearm purchase as a fourth-degree felony (delinquent act) while underage handgun purchase remains a second-degree misdemeanor
