Amends Ohio Revised Code section 4513.61 to exempt lienholders from liability for towing and storage charges on vehicles ordered into storage by law enforcement, provided the lienholder does not reclaim the vehicle

Adds new division (G) establishing that a lienholder who chooses not to reclaim a motor vehicle is not responsible for any removal or storage expenses

Maintains existing law that owners and lienholders who do reclaim a vehicle must pay all towing, storage, and processing fees (including a $25 processing fee if applicable)

Continues requirement that law enforcement notify both owners and lienholders within 5 business days of vehicle removal, with 10 days to claim the vehicle before it is declared a nuisance and disposed of
