Creates a new federal mineral royalty clearing fund to receive Ohio's share of payments from oil, gas, and mineral production on federal lands within the state under 30 U.S.C. 191

Requires the Office of Budget and Management to transfer 100% of federal mineral royalty payments to the county where the wellhead or mine is located within 30 days of each deposit

Restricts county use of these funds to three purposes: planning, construction and maintenance of public facilities, or provision of public services

Separates federal mineral royalties from existing national forest revenue distribution, which currently splits funds 50% for county roads/bridges and 50% for public schools

Amends Section 1503.35 to clarify that federal mineral royalties are not considered "forest products" and must be processed through the new clearing fund system instead
