Creates the Pediatric Cancer Research Fund in the state treasury to provide financial support to Ohio hospitals conducting pediatric cancer research

Allows voluntary $5 contributions to the fund when registering or renewing motor vehicle registrations

Adds the fund to Ohio's income tax refund contribution system, allowing taxpayers to donate part of their state tax refund (joining 6 existing funds, bringing the total to 7)

Requires the Director of Health to administer the fund, including reviewing and approving hospital funding requests, conducting a public awareness campaign, and adopting rules under Chapter 119

Investment earnings remain in the fund; fund money may also cover administrative costs for the Department of Health, Bureau of Motor Vehicles, and Department of Taxation
