County departments of job and family services gain authority to receive and investigate reports of exploitation of adults residing in long-term care facilities or residential care facilities when the alleged exploiter is not a facility employee

Investigations are limited to exploitation by outside individuals (such as family members or acquaintances) rather than facility staff who provide services to residents

When investigations determine an adult needs protective services, the county department must provide those services under existing adult protective services law (sections 5101.61 to 5101.71 of the Revised Code)

New authority supplements but does not replace the existing long-term care ombudsman program (sections 173.15 to 173.28 of the Revised Code)
