Prohibits the Director of Behavioral Health from banning special police officers at behavioral health institutions from carrying deadly weapons or firearms while on duty in specific situations

Prohibits the Director of Developmental Disabilities from banning special police officers at developmental disabilities institutions from carrying deadly weapons or firearms while on duty in specific situations

Permits armed carry in three specific circumstances: escorting patients/residents outside the institution, operating metal detectors, and patrolling institution grounds

Enacts two new sections of Ohio Revised Code (5119.081 and 5123.131) applying parallel provisions to both department types
